Subject: Please Protect Medicaid During the COVID-19 Crisis!

Message:

As a local leader in the healthcare community, I'm writing to you, my member of Congress, to ensure that states receive additional Medicaid funding, beyond the Families First Act, as long as extreme economic conditions exist, and that Congress also require all states receiving additional Medicaid funds to adhere to "maintenance of effort" requirements that protect older adults, people with disabilities, and any individual relying on Medicaid during these rough times from benefit cuts or eligibility hurdles. As Pennsylvania approaches record jobless numbers and steep budget shortfalls, it is ill-equipped to shoulder the additional cost of Medicaid without additional federal help. While the Families First Act took an important first step, it did not increase the Federal Medical Assistance Percentage (FMAP) in the same way Congress did during the Great Recession of 2008. While Families First did institute a general, across-the-board increase to all states' FMAP, it did not include an added boost for states experiencing high unemployment or severe economic conditions. Without this added boost, Pennsylvania could lose out on $1 billion per year. Congress recently agreed to end the enhanced FMAP when the public health emergency ends. As Pennsylvania has recently recorded over 1.4 million new unemployment claims, the economic hardship faced by the commonwealth is likely to extend, according to the CBO, well into 2021. Congress should also extend the timeframe states have to receive these additional funds. Lastly, Congress must follow past precedent and ensure vulnerable Medicaid beneficiaries, like older adults and people with disabilities, have the benefits they need by requiring any state to adhere to "maintenance of effort" requirements. Without these requirements, people who need Medicaid the most will either lack the benefits they need or face increased difficulty in getting or keeping their benefits. In summary, as you consider a new relief package for states, please: - Continue to increase the FMAP to match previous levels. - Extend the timeframe states have to receive these additional funds; and - Ensure states adhere to "maintenance of effort" requirements while receiving additional funds. Pennsylvania will face insurmountable budgetary strain should Congress fail to implement proven practices that we had adopted before. Please include these efforts in any upcoming federal relief packages. Thank you.
